उत्तराखंड में वोटर लिस्ट को ठीक करने का काम शुरू हो गया है। इसके लिए 2003 की वोटर लिस्ट से तुलनात्मक अध्ययन किया जा रहा है। एसआइआर के शुरू होने के बाद यह प्रक्रिया मतदाता सूची को सही करने में मददगार साबित होगी।
उत्तराखंड में मतदाता सूची की विशेष गहन पुनरीक्षण (एसआइआर) की तिथि अभी घोषित नहीं हुई है। यद्यपि, मुख्य निर्वाचन अधिकारी कार्यालय ने इसकी तैयारी अभी से शुरू कर दी है। इसके लिए मौजूदा मतदाता सूची की वर्ष 2003 की मतदाता सूची से तुलना की जा रही है।
साथ ही जिला बदलने वाले मतदाताओं की भी जानकारी ली जा रही है, ताकि मतदाताओं के बारे में विस्तृत जानकारी प्राप्त हो सके। इसका लाभ यह होगा कि जब प्रदेश में एसआइआर शुरू होगा, उस समय सत्यापन करने वाले कार्मिकों को सभी मतदाताओं से दस्तावेज लेने की आवश्यकता नहीं पड़ेगी।
भारत निर्वाचन आयोग ने बिहार से एसआइआर की शुरुआत की थी। इस समय उत्तर प्रदेश समेत 12 राज्यों में एसआइआर चल रहा है। यह प्रक्रिया फरवरी तक चलेगी। ऐसे में माना यह जा रहा है कि राज्य में भी फरवरी से ही एसआइआर शुरू हो सकता है।
इसके लिए राज्य निर्वाचन आयोग तैयारियों में जुट गया है। यह देखा जा रहा है कि वर्ष 2003 व 2025 की मतदाता सूची में कितने मतदाताओं के नाम समान हैं। ऐसे नामों को चिह्नित कर अलग किया जा रहा है।
इसके बाद यह देखा जा रहा है कि इनमें से कितनों ने जिले बदले हैं। इससे मतदाता सूची में दोहराव भी पकड़ में आ सकेगा और मतदाता के विषय में सही जानकारी मिल सकेगी। राज्य मुख्य निर्वाचन अधिकारी कार्यालय का मानना है कि इससे तकरीबन 50 से 60 प्रतिशत मतदाताओं का मिलान हो सकेगा।
एसआइआर में सबको भरना होगा फार्म
एसआइआर में सभी मतदाताओं को फार्म भरना होगा। यद्यपि, दस्तावेज उन्हीं को देने होंगे जिनके नाम मतदाता सूची में बाद में शामिल हुए हैं। इनमें से जिन मतदाताओं के मां-बाप के नाम वर्ष 2003 की मतदाता सूची में शामिल हैं, उनको दस्तावेज देने की जरूरत नहीं पड़ेगी।
मतदाता सूची में बदलाव की दें जानकारी
यदि किसी मतदाता ने अपना पता अथवा विधानसभा क्षेत्र बदला है तो वह इसकी जानकारी अपने बूथ लेवल अधिकारी को अवश्य दे। इससे न केवल मतदाता अनावश्यक परेशानी से बचेगा बल्कि निर्वाचन कार्मिकों को भी मतदाता सूची बनाने में आसानी होगी। वर्ष 2003 व 2025 की मतदाता सूची निर्वाचन आयोग की वेबसाइट पर उपलब्ध है।
