उत्तराखण्ड राज्य की बढ़ती भूकंपीय संवेदनशीलता को ध्यान में रखते हुए राज्य सरकार ने भवन निर्माण नियमों को अधिक सुरक्षित और वैज्ञानिक बनाने की दिशा में बड़ा कदम उठाया है। भारतीय मानक ISO 1893-2025 के अनुसार पूरे राज्य के भूकंप जोन छह में शामिल होने के बाद अब बिल्डिंग बायलाॅज में व्यापक संशोधन किया जाएगा।
मुख्यमंत्री पुष्कर सिंह धामी के निर्देश पर मुख्य सचिव आनंद बर्द्धन द्वारा वर्तमान बिल्डिंग बायलाॅज की समीक्षा एवं संशोधन हेतु सीएसआईआर-सीबीआरआई रुड़की के निदेशक प्रो. आर. प्रदीप कुमार की अध्यक्षता में 14 सदस्यीय उच्चस्तरीय समिति का गठन किया गया है। यूएलएमएमसी के निदेशक डाॅ. शांतनु सरकार को समिति का संयोजक बनाया गया है।
वर्तमान में उत्तराखण्ड राज्य में बिल्डिंग बायलाॅज भारतीय मानक ब्यूरो के पुराने संस्करण ISO 1893-2002 पर आधारित हैं।
समिति में सीबीआरआई रुड़की, भारतीय मानक ब्यूरो, आईआईटी, ब्रिडकुल, लोक निर्माण विभाग, सिंचाई विभाग, नगर एवं ग्राम नियोजन विभाग, विकास प्राधिकरणों तथा भू-वैज्ञानिक विशेषज्ञों सहित विभिन्न तकनीकी संस्थानों के प्रतिनिधियों को शामिल किया गया है। समिति वास्तुविदों के साथ ही विभिन्न अभियंताओं से भी विचार-विमर्श करेगी।
समिति का उद्देश्य राज्य के मौजूदा बायलाॅज का गहन अध्ययन करते हुए उन्हें वर्तमान भूकंपीय मानकों, जलवायु परिस्थितियों और आधुनिक निर्माण तकनीकों के अनुरूप तैयार करना है।
मुख्य सचिव आनंद बर्द्धन ने कहा कि उत्तराखण्ड की भौगोलिक परिस्थितियों और बढ़ती भूकंपीय संवेदनशीलता को देखते हुए भवन निर्माण के नियमों में परिवर्तन किया जा रहा है। राज्य सरकार भवन बायलाॅज को अधिक प्रभावी, व्यावहारिक और आपदा-सुरक्षित बनाने की दिशा में ठोस कदम उठा रही है। इसी कड़ी में विशेषज्ञ समिति का गठन किया गया है। समिति भवन बायलाॅज को अधिक व्यवहारिक, सुरक्षित और आपदा-रोधी बनाने के लिए अपने सुझाव देगी। उन्होंने कहा कि संशोधित नियमों से शहरी एवं ग्रामीण क्षेत्रों में सुरक्षित निर्माण को बढ़ावा मिलेगा और आपदा जोखिम में कमी आएगी।
सचिव आपदा प्रबंधन एवं पुनर्वास विनोद कुमार सुमन ने कहा कि राज्य सरकार का लक्ष्य केवल नियमों में बदलाव करना नहीं बल्कि सुरक्षित निर्माण की संस्कृति विकसित करना है। उन्होंने बताया कि संशोधित बिल्डिंग बायलाॅज में भूकंप-रोधी डिजाइन, भू-तकनीकी जांच, विंड लोड और स्ट्रक्चरल सेफ्टी से जुड़े प्रावधानों को शामिल करने पर विशेष ध्यान दिया जाएगा। साथ ही स्थानीय पारंपरिक निर्माण तकनीकों और जलवायु अनुकूल विकास को भी बढ़ावा दिया जाएगा, जिससे सतत एवं आपदा-सक्षम विकास सुनिश्चित हो सके।
नए बिल्डिंग बायलाॅज लागू होने से भवनों की संरचनात्मक मजबूती बढ़ेगी, आपदा के दौरान जन-धन की हानि कम होगी और सुरक्षित व टिकाऊ शहरी विकास व निर्माण को नई दिशा मिलेगी। समिति अपनी रिपोर्ट उत्तराखण्ड राज्य आपदा प्रबंधन प्राधिकरण तथा आवास विभाग को सौंपेगी। समिति द्वारा तैयार की जाने वाली रिपोर्ट के आधार पर आवास विभाग द्वारा बायलाॅज में आवश्यक संशोधन एवं कार्यान्वयन की प्रक्रिया आगे बढ़ाई जाएगी।
समिति के कार्य क्षेत्र में उत्तराखण्ड राज्य के वर्तमान बिल्डिंग बायलाॅज की विस्तृत समीक्षा, विश्लेषण एवं मौजूदा तकनीकों का आकलन करना शामिल रहेगा। राज्य में मौजूद भूकंप, भूस्खलन और अन्य आपदा जोखिमों को समाहित करते हुए संशोधित बिल्डिंग बायलाॅज का मसौदा तैयार करने की समिति पर जिम्मेदारी रहेगी। भूकंप-रोधी डिजाइन, नई निर्माण तकनीकों एवं संरचनात्मक सुरक्षा से जुड़े प्रावधानों को मसौदे में शामिल करना होगा।
इसके अतिरिक्त पारंपरिक पहाड़ी निर्माण प्रणालियों को वैज्ञानिक रूप से आधुनिक नियमों में समाहित करना, पर्यावरण संरक्षण और जलवायु अनुकूल निर्माण के लिए विशेष प्रावधान तैयार करना,
संशोधित नियमों के प्रभावी क्रियान्वयन हेतु कार्ययोजना एवं दिशा-निर्देश प्रस्तुत करना, इंजीनियरों, योजनाकारों एवं संबंधित विभागों के लिए प्रशिक्षण और क्षमता निर्माण के सुझाव देना भी समिति के कार्य क्षेत्र में शामिल रहेगा।
